Grounding of industry with multiple substations

I have an industrial distribution system with a 44/13.2 kv delta/wye transformer with its own grounding grid and the neutral grounded, and the system has an overhead line with three phase and neutral to supply 13.2kv/440v delta/wye transformers at different locations. If I can guarantee that the GPR in the 44/13.2 substation is lower than the human maximum tolerable voltage do I need to use a grounding grid in every transformer or bonding the wye neutral of every transformer with the neutral of the overhead line as a TNC system is enough to guarantee that people working in MV/LV substations will be safe

Just a reminder this forum is on the NEC, a US electrical system. Some of us don’t know what GPR and TNC are. Also 99% of our questions are on systems 1000 volts or less, but I am always surprised by the knowledge here.
