I'm installing a interruptible service for an Air Conditioner. I've noticed that most electricians do no connect the fuse pullout to the grounding electrode. Shouldn't this service be grounded to the electrode (ground rod) like the house service. If not where does the ground come from the neutral?

There is more to your answer than you are asking.
You should have an electrican either do the installation or help you.
