Is there anything in the NEC or OSHA that specifies that Mechanical Piping have bonding jumpers between flanges or is this a personal preference?

NEC groundiing/bonding rules for Class I, follow Art 250 with some additional requirements in Section 501.30. OSHA follows the NEC. There are no rules specific to mechanical piping other than those in Art 250.

There still may be good reasons to bond or NOT bond across flanges; especially with cathodic protection present. It becomes a design/operations issue rather than "hard" Code.
