Grounding of parallel feeders

Hey was on the job the other day and the lead electrician on my job was repairing one leg in one pipe of a parallel feed he decided the best thing to do was remove only one leg when he did this the rope broke off of the leg his solution to this was pulling out the ground wire in the pipe and use it as a pull string he did not pull that wire back in. I did report this to my main office I have not heard anything back about it is been over a week. I told them this was a major safety issue they said I was wrong. How can I be wrong on this? There is no EGC at all now. What can happen since it’s no longer grounded. He said it grounedeyto building steel and it’s fine.
 
Parallel feed .. are all the conductors in one conduit or multiple conduits ? What type of conduit is it ?
 
In this case you cannot use a connection to building steel as a replacement for an EGC. As Augie stated more info is required to give you the correct answer.

The conduits can be the EGC as long as it's properly terminated at both ends. Technically, you're better off now than before because there should have been EGC's in both conduits, each sized as if it was the only one for the entire feeder ampacity.

2 sets of 350mcm BOYN and one 3/0 ground. The panel also feeds a transformer for a low voltage panel.

Since it's RMC either a wire type EGC in each raceway or no wire type EGC's in any raceway would be code compliant.
