grounding of pedestals in raised floors

typically i ground the pedestals of raised flooring, the reason i do this is usually the raised floor is in an ITT room, and in accordance with NEC 545.15 -- this is required.
but, what about in a room that is not an ITT room, no computer servers or racks, with a raised floor.
i think the pedestals still need to be grounded because of NEC 250. am i correct about this? there is no specific requirement called "raised flooring" in article 250.

please provide an NFPA or an NEC article that requires me to ground pedestals in a raised floor area that is not an ITT room

Are they likely to become energized?

In an IT room with it's relaxed restrictions on wiring methods and the amount of cabling constantly being dragged through the floor I see those floors as more likely to become energized.

A raised floor outside of an IT room will be required to use standard wiring methods under the floor and IMO those methods will not likely energize the floor. Those methods, EMT, MC, AC etc are more likely to ground the floor than to energize it.
 
Many of the raised floors that I see that are outside of an IT environment typically have carpeting on them. As Bob said, they usually don't have a high risk of becoming energized.
