grounding of slab

I have a situation wher we have two concrete buildings with re-inforced steel. One building is existing and the second is new. They are touching each other but none of the steel is connected. The new panels wiil be in the existing building. Do we have to bond the grids of the two buildings together? Is a ufer ground in the second building needed? All the branch ckts will come from the existing building.
 
The buildings are touching . I have to find out how the building dept. classifies it. I also made a mistake, only the main distribution panel is in the existing building.
