Is it code compliant to connect from fixture to fixture using 14/2 fixture cord w/o ground? Cord to be supported under cabinet. 14/2 NM panel feed to enter into 1 fixture through the wall into the back of the fixture. The 14/2 fixture cord to be connected here and run to the other fixtures. Or is a ground wire required from fixture to fixture. The light fixture is a 2' flourscent.

All the fixtures need to be grounded, if you think about it it may be MORE of a hazard to ground the first fixture and not the second fixture. A ground fault in the second fixture would not clear, causing a situation where if you touch the two fixtures you would become the path to ground. Not a good idea.

I agree with acrwc10. 2' flourescent light fixtures with exposed conductive parts need to be grounded. Take a look at Part V of Article 410 for the grounding requirements for luminaires.

By the way welcome to the forum.:)

You cannot use fixture wire to run between fixtures. It is not approved for that purpose.

Agreed, you can't use fixture cord or lamp cord for the permanent wiring between two flourescent strip fixtures.
