grounding of unused conductors of a cable assembly?

Had a contractor tell me he had to ground the unused conductors (ungrounded) in a cable assembly (MC) to the neutral bar / equipment ground bar at the service equipment, he offered no code article as reference, conductors were smaller than #4. :roll:

Does anyone have a reference or an idea of where this is coming from?, I have never grounded out spare conductors in a raceway and have never installed a cable with unused conductors.
