Grounding of water main at Meter main

Quick question for you all as I am drawing a blank on a job I have coming up this week. I am installing a 200 amp service with a meter main combo. Service panel is 20 feet away in basement. Correct me if I am wrong but I can hit my water main (in basement under point where conductors will enter building) from my meter main and then hit my ground rods off the ground bar of my service panel right? Of course type SER will be used from meter main to basement panel seperating neutral / ground. Thanks!
 
When you say "metermain" you mean a meter with service disconnect in the same box, right?

If so, the panel downstream is not a "service panel" - it's a subpanel after the service. The service is the metermain, and the grounding electrodes should be connected there. 250.24(A)(1).
