grounding of work bench

i work on a air force base and the military has a technical order that shows that they can ground a work bench to any screw on a receptacle cover. i would like for someone to tell me where you cannot do this in the nec code so i can show this to them and correct the technical order and make it right. i am working with them to ground it to the grounding bus we have in the building that has a .16 ohm to ground.

Welcome to the forum. The method of connecting a workbench frame to the nearest receptacle mounting screw is what I've seen done for ESD protection. This is the established method to achieve single point grounding, and it seems to work.

so this is ok and not against the code. this is a work bench that is used both for esd and regular work. i guess that i looked at it also as not looking good in the room when a ground wire is attached to a receptacle mounting screw with the wire just hanging against the wall to the work bench
