Grounding on 2 wire circuits

While working in the electrical field over the years I have come across a practice
by some electricians that I have always had a problem with. I would appreciate some input from some of you. While working on older homes that have not been upgraded to 3-wire romex, I have found grounding type receptacles installed that have a jumper from the neutral to the grounding terminal . My question , is this a safe practice?? Can not find anything in code that says you can't.

the (system bonding jumper) shall be made at any single point (as described).

that's one point, no where else. connecting it as you describe is dangerous and unwise.
this might not be the best code example but there are several that relate to what you described.

How about those things you buy at the dollar store. The adapters with the screw that goes to the recep plate. The chinese don't give a damn about code or UL.

Those are no longer UL listed.

Saw this type of installation, I called in to repair. People were being shocked on metal parts thru-out the building. (removed and grounded back to the main panel with EGC's).
