I'm having a debate with a colleague. I've got a 200A 5kV feeder. I'm using 1/0 shielded cable for the line conductors and using a number 6 with 600V insulation for the ground. I believe I could make that ground bare if I so chose. He contends that the ground needs to be rated for 5kV.

Is he correct?

Nope. You are. Start with 250.119, and challenge your colleague to show you where in the code it says you can't use bare wire for an EGC in a medium voltage system. I normally use 600 volt rated insulation for an EGC, but I believe it could be bare.
 
I think charlie is right about medium voltage EGCs allowed to be bare. But I would look at 250.184C for solidly grounded systems (isolated from phase conductors and protected from physical damage), or 250.186D for impedance grounded.
