Grounding plate in enclosure?

Inspector told me it was code to put my grounding plate that had all of my grounding electrodes on it in an enclosure? The plate is underneath a gutter. Is this true?? If so can I get a code reference please.

Permissible, probably, but required? Ask for the code reference.
