Grounding question

I am looking at schematics of our low voltage panels and I notice that our UL508A enclosure fans are not grounded which makes sense because they are not exposed or accessible during normal operation (UL508A 14.1). However, all fans on our CE panels (the ones we export to Europe) are grounded. Does anyone know the reason? This may be required in one of CE directives.

Transformer feeding the fans is already grounded so, aside from code requirements, what is the practical reason for grounding the fan other than providing a redundant path in case transformer ground is disconnected?

Here in the US, the rules fro grounding apply to exposed metal parts even if not normally intended to be current carrying, and allow for "double insulated" appliances and tools. The circuit feeding it is likely grounded, but the equipment at that end doesn't need to be if it is all non-metallic and a lot of those little muffin fans are made that way, on purpose. I don't think that same rule applies the same way under IEC.
