I am running 24VDC out to a small enclosure, seperate from my main enclosure, which powers some Allen Bradley Point I/O modules.

It has come to the attention of my superior that there is no grounding bar present in the current design, and I am wondering if this is bad practice or if one should be included in the design.

Not required to be grounded by NEC< but check the AB 1734 point I/O instructions to see if they recommend an EGC. And AB has a very comprehensive document on instrumentation grounding/bonding that will be referenced in the above instructions.
An EGC is one wire and din rail grounding terminal. Pull a green/yellow wire and be done with it.
