grounding question

We have a sealtight conduit going from a panel to a female connector which in turn is feeding equipment cabinet. It was noticed that there is no connection between sealtight conduit armor and grounding terminal inside the connector on which equipment grounding conductor is terminated. Armor is bonded to the panel on the other end by the connector. Article 250.64(E) (looking at 2005) requires a bonding jumper at each end of the raceway or enclosure housing grounding electrode conductor. Does this mean I have to install bonding jumper at the end where female plug is attached to the equipment cabinet served by that plug? This described arrangement is very similar how IG would be terminated except that connector is not listed as IG. Any ideas?
 
Take a look at 250.118(6) for when LFMC can be used as an EGC. I'm not sure I'm understanding your setup.
