1.GEC material...I cant find where it says anything about using a colored wire for the GEC......Ive seen it done and was wondering if it was OK..
2. "In the handbook" for the CEE it shows a protective sleeve where the electrode comes out of the concrete and is in the concrete....is this necassary or are they just showing that #4 needs to be protected from physical damage?....
3.Since the only time a ground rod would be present is if you were to install it yourself....why would you ever need to install one...the only reasons why would be if it was speced out or you were installing a temp pole....Or am I missing something?

1- Any color or bare will do.
2- Still looking.
3- You may use a ground rod to supplement the water pipe or it can be the sole electrode when no other electrodes are present. Think of a service mounted on a pole.

#4 does not need to be protected from damage... that is #8 and smaller.
