grounding questions

hi
i have a question on grounding,
Situation 800 amp service ( ct can), 3 older 200 amp disconnect,each one has a #6 gec going to one ground rod. then i have a newer 200 amp panel that has its own set of ground rods. all 4 panel are bonded to the ct can. is this legal? if not should i run # 4 between 2 of the ground rods to tie both grounding system together.

If 250.58 is followed, I believe the grounding electrodes would have to be tied together at some point (either outside, in the service equipment, or somewhere in between like in the metering equipment). :D
