Grounding Rebar in slab

Could somebody point me in the right direction? looking for code section on bonding rebar in a cast-in-place floor slab on a hight rise building Thanks

250.52 (A)(3) is usually only for bottom of footers or foundations; I believe slabs would not ground effectively for an UFER. Why are you grounding the rebar?

Typically the slabs have a visquine (Plastic) barrier under them, which makes them ineffective.

The NEC does not permit the use of a slab as an Electrode, see 250.52(A)(1)-(A)(7).
Yes but Collier County Fl use them for years on house and excepted nothing else. They worked fine and visqueen did not cover the outside edge so still plenty of dirt. But consider our damp location. Was turned down to use only 2 ground rods when i could not easily bond to footer.
