Grounding requirements for meter enclosure

My utility specifies grounding the meter enclosure 'Per NEC'. But as far as I can tell, NEC only specifies grounding requirements for protected enclosures (plus the enclosure housing the first protection device). The meter enclosure is (naturally) upstream (line side) from the protection device. The service conductors are in PVC conduit, thus there is no intrinsic bonding between the meter enclosure and the main panel.

This is a single phase 120/240V 200 A service. The only thing I can surmise is that a 6 gauge copper grounding conductor should be used, and tied into the common grounding point.

Comments? Suggestions?

Your EC will know what to do. What you're describing is normal.
