Grounding Requirements for Slurry Basin

Does anyone know the requirements in grounding Slurry
Storage
Basins? The slurry is composed of Oil, Water, and solids that are produced from cleaning Oil Tanks. The basin is roughly 80'L and slopes down to 10', is concrete with fixed metal handrails on the sides and removable handrail in front for trucks backup and dump. Do I need UFER grounding? Can I just clamp the handrails to a ground well that I plan to place in the 4 corners of the basin? Do I need to place a designated grounding for the truck due to static electricity?
 
I would think whoever designed the structure would be the best person to talk to about this.

I would not think anything special is called for.
 
The area is a Class 1 Div 2 location. A submersible slurry transfer pump, 20HP, 480V will be at the bottom of the basin and will transfer the slurry to a mixing tank. The client mentioned not requiring a UFER ground but shouldn't that be required by the mere fact that we have power going to that area?

There is never a requirement for a UFER. If it is there, you have to use it as a GE. I think this thing qualifies as a structure so needs a GES. But it is not required to be a UFER.
