As Roger and iwire said there are many factors. It would help to better describe your installation if you need more help.

Ask your inspector, or your colleagues working in that area. Some juisdictions require it unless you can proove you have the proper ground (OHMS).
I remember as a helper the guys would bet sometimes. They would put a hot wire right on a 8 ft. ground rod not attached to the utilities or any thing. And the breaker not trip.
In some jurisdictions in the same county. I have been required to put two grd. rods on a temp service pole.
I am a bit contradicting my self. I ussually say don't ask the inspector any thing. IMHO, I think you are more profesional just to do it right the first time. If you are in a gray area come to this forum for code references.
Some of these guys almost have the code book memorized.:wink:
 
If there are no other electrodes and you can not show 25 ohms or less with one ground rod the NEC requires you to install a second rod.

Every temp service I do gets two rods, it is not worth the effort to set up a 3 point fall of potential test and have the inspector witness it.

Those requirements are the same for a 125 volt 15 amp service or a 600 volt 4000 amp service.
 
We just install 2 rods, pick up the check and go home. There's no reason to get involved with proving that you have 25 ohms or less when a rod and clamp are only about 10 bucks.
