They don't have to exit below grade you can come out above grade and lb down into the ground. :-? Are you asking how deep must it be?

I know some guys who will run their GECs below grade when they exit the structure just to keep the copper theives from cutting it out. But I don't think there's an NEC requirement to do so.

That is not required by the NEC. Is your inspector saying, unless
it's fed from underground it's subject to physical damage?
