Short answer would be "yes" as each and all services must be connected to the grounding electrodes present.
One thing that may help:
If your building steel qualifies as a GEC {see 250.52(A)(2)} you can connect your services to the steel and then connect the water to the steel

Grounded individually, no. As Augie pointed out you can connect to any electrode that is part of the building GES.
