Grounding Sleeve?

I have a GC who is asking about a clear sleeve, maybe a shrink tube, that goes over a grounding connection for low voltage. He says it is so a visual inspection can happen down the road... I have no idea what he is talking about. Does this ring a bell for anyone? :?

T&B makes shield bonding kits for shielded twister pair and coax. I have never used them. For my 18-12 STP I use 1/16" clear heat shrink over the shield wire, and 1/4" over at the end of the cable and over the end of the 1/16".

we use them sometimes. they work pretty good if you need to bond a bunch of shielded cables that have no drain wire. the ones we use have a ring of solder and a drain wire coming out of them.
