grounding system (AC & DC)

what is the more safe for making grounding system for a site including steel structure, power distribuation panels and instruments (Transmitters, computers .....) ther are AC loads and DC loads and the question is can i connect the negative terminal of DC and Neutral of AC with the over all grounding network of the site

Not too sure of your application, but see 250 Part VIII, specifically 250.162(A).

DC is commonly grounded, below 48 Volts its optional. AC grounded conductor (neutral) is never regrounded past the service.
