does anyone know of any code reference that requires only manufactures listed grounding lugs for the panelboard being installed

I don't know of one. Closest you might get is 110.3.

I agree with Trevor but I don't know anything that would make you use the manufacturers ground lug. If the holes are tapped and the number of threads (250.8(A)) are maintained then why not. I have seen single lugs added to panels.

I agree with Trevor and Dennis.

Should be no problem but if the panelboard label specifies a grounding bar kit (which they all seem to) I can see an inspector pulling the 110.3(B) card.
