Is there a utility power supply to the dock? Is the dock connected to shore or anchored away from shore?
I mean, I don't know where in the code to point to per se. It's an interesting question and you should probably be looking at some combination of requirements in articles 555 and 250. At the very least, the metal boat dock should probably be bonded to the ac grounded conductor.
