Grounding the service with well water piping

I have a question regarding grounding 2 200amp service panels. Since the main water supply to the home is plastic poly piping from the well, is only grounding the service panels to 1 ground rod acceptable or does there need to be 2 ground rods installed?

Grounding should be to ALL electrodes available per 250.50.
If a ground rod is the only electrode, then per 250.56 it must be supplemented if the resistance is 25 ohms or less.
(In some areas the AHJ requires (2) due to consistant readings of < 25 ohms)

Didn't you mean more than 25 ohms?
