Grounding to re-bar in foundation

Hello all, my name is ed and I am an electrical engineer. I have pulled my own permit to do a large addition in my home. I have (with the help of this group, thank you) passed my rough and now I am installing a 200amp panel. I am going to have a licensed eletrician do the service hook up, but I would like to have the panel ready for him.

I have #4 to my cold water ground already (two places and bonded over the water heater) I have (1) 8' rod and a #4 ground wire wired to my rebar in my foundation. Is this up to code or do I need have another 8' ground rod at least 6' away. Thank you in advace for any help.

You don't need any ground rods if you have a concrete encased electrode to supplement the water pipe. Your electrical contractor should know this.
