Grounding to water service

Short but may not be simple! I have an apartment bldg 8 meters and 8 100 amp panels 1 house panel and 1 hse meter. All the panels are required to be grounded to the cold water service within 5ft of the entrance. How do I ground 9 services to a water line (room)? Thanks

Do you really have 9 services? Unless your using the NEW esception to 230.40 in the 2005 NEC, you are going to need a main service disconnect for this building (230.71). Perhaps 250.64(D) could be utilized.

How do I ground 9 services to a water line (room)?
How about 9 #8 bare copper grounds w/ 9 cold water clamps. These won't take to much room.

Let me re-state this. Nine meters feeding 8 apartments and 1 hse panel. 1 bank has 5 meters and 1 bank has 4 meters. Comm-Ed is bringing in 2 seperate feeds. Each meter has a 100 amp main breaker in it because the panel is at least 15ft away. I want to take a ground wire from EACH bank to the water meter. This should be fine????????? Thanks
