Grounding Transformers

Hello,

We have a 13.8kV delta feeder that is fed from a power transformer from a different utility company. Their power transformer is 115kv to 13.8kv. Delta low side. This 13.8kV delta feeder, feeds 3 other substation circuits. We have grounding banks installed at two out of the three substations. These grounding transformers do not make this a solidly grounded wye system now, correct? It's still a delta system just with a grounding bank.

They effectivly make it into a not solidly grounded wye.
There will be fixed L-G voltages which can be used for protection schemes and conductor insulation. The L-N voltages cannot be used to support loads.
