Grounding TT system in Bolivia, SA

I live in Bolivia, SA. I am hooking up a meter about 300 meters away from the house. The main supply has a hot and a neutral. Here are my questions: should the neutral at the meter be bonded to a ground rod? Should the neutral at the house be bonded to a ground rod? All outlets are type a or c with no designated ground.
