grounding two meter disconnect combos

Since I could not buy a two socket meter base around here, I had to install a trough with one meter combo on each side. For grounding to the ground rods, may I start my ground wire in one disconnect combo, then run it through the trough into the other one, then to the ground rods ? If I run it through the trough, should I ground the trough with that too ? Is this all that's necessary ? One other inspector on a similar job recently had me also run another wire from the first panel directly to the farthest of the two ground rods. So, there were two ground wires on that furthest ground rod. Both are commercial jobs. I do mostly residential, and usually the inspectors just have me run a ground wire from one panel through the second panel and then to the ground rods. Thank you.

Rules are the same for resi and non resi
You could go from one disconnect to rod then to other disconnect, bonding jumper to second rod.
