Grounding Xfrmr

So have a grounding riser that runs GEC from xfrm in room to ground bar in room.

They are also saying to cadweld to building steel? Does that make sense if grounding to ground bar?

The code requires the bonding of building steel in the area of a separately derived system even where the building steel is not being used as the grounding electrode for that system. 250.104(D)(2)

If there is building steel why would they run a common grounding riser?
