I have a question I'm gonna install a 200A commercial panel. It's just a big panel with the test blocks in it. From there I need to feed my actual 200A distribution panel. My question its regarding the ground I have it from the ground rod, to the cold water, and then do I go to my commercial panel that has nothing but the feeders with out breakers? Or do I go to my 200A distribution panel? Or do I go to ground rod, cold water, groundbar, commercial panel and then distribution 200A panel?

Not sure how a panel can have a feeder without breakers? If the first panel has any disconnects then that is the service panel-- not sure what a test block is so forgive me. Maybe some one else can help more

I too wonder what a "commercial panel with test blocks" is. Just a wild guess, are you referring to a CT metering enclosure?
