I do mostly remodel work but just started on some new homes. My question is what do u have to ground these days with water lines being plastic pipe? Just ground rods and building rebar?
 
For clarification, take a look at 250.50.
Basically as far as the NEC is concerned if the Concrete-Encase electrode is the only electrode preset that's all you need. Local ordinances and utility companies often require a ground rod
also.
 
I agree with Gus. If you connect to the rebar in the footer with 4 awg then no other electrode is necessary if the water line is plastic. Of course I am assuming wood construction and not steel that may be an electrode also.

I would also add this- Do not assume that any building rebar is actually a CEE as it may not qualify depending on your local building codes and the possible installation of a vapor barrier so I just wanted to remind you of that. Take a quick (or not so quick) glance at Part III of Article 250 and brush up on it since you are getting more into new construction...it will serve you well to examine it and ask questions accordingly.
