Grounding

I have a general existing circuit with lights and receptacles connected to it, with no grounding conductor, running to an existing panel inside a dwelling unit, that is being renovated. Do I have the contractor include a ground to the existing circuit.

Much depends on the nature of the renovation. Since you describe this as having some circuits, I have to infer that this is an "outside building," and not the building to which the utility service is connected. Is that the case? What is being included in the renovation?

You need to get a scope for the job, what are you going to do? How much is going to be rewired? One room, two, three the whole building/house? Once you get your scope, you and your inspector should be able to come to terms on what he will require if anything beyond the current code. I would think.
