grounding??????

lets say we had a overhead res service..the meter on top ,and then a main breaker panel below.is the grounding electrode conductor allowed to go to the ground bar in the main breaker panel instead of to the meter????250.24a1-a5 i think ???? (4) or am i not taking this in correct????
 
It can go anywhere between the weatherhead and the service disconnect. 250.24(A)(1) Although some POCO"s don't allow the connection within their metering equipment.
 
thanks for input--i see(1) but for giggles the bottom portion of(4) is saying it can also tie into the ground bar of service dis............. ???????????or am i wrong?????????
 
you are not wrong! as Rob stated "from the point of attachment to the first disconnect" If there is no local requirement in force preventint it, you can conenct the Gr. electrode Cond., to the service neutral bar,
