Is the grounding system considered seprate from a electrical design, l was told by a inspector that it was, my beleif is that the grounding is the foundation of all electrical work, Design and all. Thanks,
 
Well, I would ask the inspector why art. 250 is in the NEC if grounding is not part of electrical.

He must have meant something else.
