We are putting in a 400 amp main gear. The ct cabinet and 400 amp disconnect are 130 feet away. We ran parallel feeds across the roof due to the lack of common area or utility hallways to run thru. Do I need to run a ground in each feeder in between the disconnect and the gear?

Yes. It does not necessarily need to be a separate conductor depending on your conduit. See 250.118
