If I was to remove the main from the outside panel and install lugs where no main was located outside, would that eliminate the grouping issue and would that be considered a legal application

The service disc.'s must be inside or outside,not both,and they must disconnect the service conductors from everything

1st point of entry is the key I have seen homes done in the 80`s meter back to back MLO panel and no main
sounds like a drive by insp to me.Cut seal replaced burnt 4/0 AL and called poco for resealSafe no!allowed here yes?

Some of them were split bus bars.Still not a good idea.They do appear to have no main but actually do.
