grouping of disconnects

I have a project (multi-occupancy) that has three 120/240V 1-phase services and one 120/208V 3-phase service to it, similar to an apartment complex. The disconnecting means associated with each service are grouped per service, which results in four different locations for the disconnecting means/services. A local inspector is insisting that the installation does not meet Article 230.72, and he is requiring that all disconnects associated with all services be grouped together. He will not allow shunt trip devices to be used to meet this "grouping". What can I use to support my argument?

Re-read that code article and it's supporting documents. Remember that it is the each group of disconnects(that support one service) be grouped. Not that all the services be grouped.

Also, check out sections 230.2(E) and 225.37 of the NEC 2002. If multiple services are not permitted at different locations, these two sections wouldn't be needed.
