FWICFO, The Cleveland Switchboard Company is now called Filnor Inc, which is basd in Ohio, and they specialize in custom/commercial PDE - they might be able to tell you something.:)
 
That serial number may indicate the 98th panel made in the 45th week of the year 1951.

On first look it looked like 1940's to me. I'm no expert on old panels though.
 
The voltage is listed as 115/230. I think the ANSI standard was 110/220V prior to the 50's and became 120/240V in the mid-60's.

Those of us who said 1951 are all likely assuming that serial number is the key here.

I have seen similar looking equipment installed in a couple buildings that I know were constructed approximately 1950.
 
Was that brown color the original Hoffman grey? Seems like everything electrical was that color back then.

In my experience, before the mid 60's in commercial panelboard installations 'brown' seemed to be more common than grey.
