It depends on the type of "low voltage", but probably not required to be in conduit, unless local codes require.
If a class 2 limited energy circuit then no conduit (some exceptions) or boxes.
The rules for a class 2 circuit are in the mother of all low voltage articles - 725.

However, 12V dc lighting system that exceeded the limits of a class 2 system would require a chapter 3 wiring method
Note that available listed Class 2 cable types include ones that are listed for concealed use as well as ones that are not. Look carefully at the type.
Single listed landscape wire, for example, should not be used indoors at all.
It is also important to note restrictions on cable types in regard to location. Plenum and riser cables have specific regulations,
Likewise communication cables have specific requirements as outlined in Art 800.
