Gutter under meter socket

Hi guys I am trying to get some clarity on a raceway we are installing under a meter socket. We are installing a 320A underground meter socket that is going to feed (2) 200A disconnects.
there will be (6) 4/0AL wires leaving the meter socket and entering the raceway. The wires will make a “U” bend from meter socket and disconnect. What table do I use to calculate the size needed for this raceway?
 
This is an area that needs some work. The rules for sizing in 314.28 only apply where the wireway is being used as a pull box per 376.23(B). What does being used as a pull box mean? I had a PI to say the wireway is being used as a pull box when the wires outside the wireway are at least 15" long. The PI was rejected. The pull box sizing rule is to prevent damage where conductors are pulled through. That type of damage is not a real issue where short lengths of conductor are pushed out of the wireway. For the application in this thread, it is my opinion that the rule in 376.23(A) applies.

So all I need to do is size the gutter height to be in accordance to the wire bending specs?
That’s easy enough I guess.
