if I splice in my gutter I need to bond gutter. Can my conduit with the bonding type lock rings be the means of bonding gutter thank you. BTW it’s 208 3 phase no Concentric knockouts all clean holes. Can I please get a code reference I’m dealing with a inspector

What voltage? Are you using a metallic raceway that qualifies as an EGC to connect to the wireway/ gutter? If so a standard locknut might be all that's required.

Are the conductors service conductors?

As others have said, we need more info. If you are referring to a gutter with service conductors then you need to comply with 250.92 and with clean punched holes bonding locknuts would comply. Splices would not be relevant.
You mention splices. Are these splices in EGCs and this is a feeder? If that is the case you have to connect all EGCs to the gutter. You could use just regular locknuts. Can't give any code references without fully understanding your situation.
