Guy Guard requirements

Does anyone know if their is a national recognized code or standard requiring down guy guards to be placed on down guys.
I am wondering because there has been a instance where a snowmachine hit a down guy that did not have a guard on it.

I don't have a current NESC available, but my '93 at home says that downguys, where exposed to pedestrians, shall be provided with a substantial and conspicuous marker, NESC 264.
