Since the IBC Code is for tankers, they are not covered by the NEC. It is likely that the IBC itself has an electrical section and guidance on how to define the hazard from the electrical standpoint of view.

Appreciate the response but am somewhat confused. The intended IBC referred to is the International Building Code, 2006 edition specifically. We are trying to determine how to classify the building so the electrical devices will be safe. The building got the H-1 rating because it is an explosives and detonation hazard. The explosives material is a TNT equivalent. It may be that it does not require any classification with the H-1 rating only coming from a structural standpoint. What generated this was a statement in our project summary stating "10-ton NON-SPARKING bridge crane" and the crane vendor needs to know what level of protection is to be provided for the electrical components.
