H-frame meter main

In my area it is common practice when a new home is contracted that a meter-main is installed on a H-frame at the property line with 2 driven ground rods. An application is then submitted to Poco for connection. When house is closed in a 3-wire service is run to the basement along w/ tel & cable TV. A main breaker panel is in stalled, 2 grd rods are driven and a GEC is run to the metallic water service. Does this seem to be code compliant?

Maybe. In Washington State no. The NEC would allow it if there are no parallel paths for neutral current. Washington State will not allow the neutral to be "regrounded" at a second building.

I'm not sure he said the neutral was regrounded in the basement panel.If he ment it was regrounded at the house because a ground wire was'nt pulled with the service,then it is how it should be.

"then it is how it should be": Only if there are no parallel paths for neutral current, see section 250.32(2).
The GEC does not have to run between the two services.
